Bio

Adv. Michael Sierra is a PhD candidate in law at the Hebrew University of Jerusalem, specializing in the regulation of artificial intelligence (AI) under the supervision of Prof. Yuval Shany and Dr. Renana Keydar. His doctoral research focuses on regulatory sandboxes as a tool for AI governance, incorporating perspectives from regulation theory and human rights. He holds an LL.B. and LL.M. (magna cum laude) as well as a B.A. in International Relations from the Hebrew University.

Michael is deeply engaged in academic legal research. He is a former board member of the Israel Law Review and Hukim – the Hebrew University Law Review and has served as a research assistant to leading scholars in AI regulation. He was also part of the Israeli Supreme Court's Research Division, where he conducted an empirical analysis of the Supreme Court hearings broadcast project. 

In addition to his academic work, Michael served as a legal assistant to the Vice President of the Jerusalem District Court, where he drafts judgments, primarily in class actions, and analyzes complex legal materials. 

His contributions extend beyond academia and the judiciary. He is also a researcher at the Israel Democracy Institute, studying the impact of AI on vulnerable societies. In public service, he served in the Israel Defense Forces’ Coordination of Government Activities in the Territories (COGAT), where he led diplomatic and humanitarian initiatives. Additionally, he is a member of the board of the Italian Community in Israel and member of The Association of Italian Scholars and Scientists in Israel (AISSI).
