We are conducting an examination of Israel's national emergency system, with a particular focus on its civilian dimensions. This includes an analysis of the different stages: from various preparedness scenarios and plans to actual responses in times of crisis/emergency, including ongoing issues related to rehabilitation and the institutionalization of processes, organizations, and relevant legal infrastructure. Special emphasis is being placed on the lessons learned from the "Iron Swords" war, alongside a comparative view of other crisis events in Israel and emergency systems in other countries. These serve as the foundation for comprehensive and long-term planning of this system in Israel, encompassing its various dimensions.
