Dr. Tehila Kalagy is a senior lecturer in the Department of Public Policy and Administration at the Guilford Glazer Faculty of Business and Management, Ben-Gurion University of the Negev. Her areas of expertise encompass research, teaching, consulting, and participation in academic and public committees. She specializes in the study of minority policy in Israel, with a particular focus on cultural competence and the integration of the Haredi, Arab, and Bedouin communities in the realms of education, employment, welfare, public health, and the environment.

Dr. Kalagy previously served as the director of the Haredi College in Jerusalem, where she played a key role in developing specialized academic programs tailored to the Haredi community. Her research examines the planning and impact of public policy on minority populations, analyzing social, economic, and cultural processes and their influence on public discourse and policymaking. She has received competitive research grants, and her articles have been published in leading journals across various fields.
